Upgrade Debian:9 libxslt to version 1.1.28-2.1 or higher.

Note: Versions mentioned in the description apply only to the upstream libxslt package and not the libxslt package as distributed by Debian. See How to fix? for Debian:9 relevant fixed versions and status.

The xsltStylePreCompute function in preproc.c in libxslt 1.1.28 does not check if the parent node is an element, which allows attackers to cause a denial of service via a crafted XML file, related to a "type confusion" issue.
