Upgrade github.com/hashicorp/consul/agent/xds to version 1.10.1, 1.9.8 or higher.

Overview

github.com/hashicorp/consul/agent/xds is a provides an implementation of a gRPC service that exports Envoy's xDS API for config discovery. Specifically we support the Aggregated Discovery Service (ADS) only as we control all config.

Affected versions of this package are vulnerable to Access Restriction Bypass. xds could generate a situation where a single L7 deny intention (with a default deny policy) results in an allow action.
