Upgrade Debian:9 rsync to version 3.1.2-1+deb9u3 or higher.

Note: Versions mentioned in the description apply only to the upstream rsync package and not the rsync package as distributed by Debian. See How to fix? for Debian:9 relevant fixed versions and status.

The parse_arguments function in options.c in rsyncd in rsync before 3.1.3 does not prevent multiple --protect-args uses, which allows remote attackers to bypass an argument-sanitization protection mechanism.
