Upgrade Alpine:3.8 nghttp2 to version 1.39.2-r0 or higher.

Note: Versions mentioned in the description apply only to the upstream nghttp2 package and not the nghttp2 package as distributed by Alpine. See How to fix? for Alpine:3.8 relevant fixed versions and status.

Some HTTP/2 implementations are vulnerable to resource loops, potentially leading to a denial of service. The attacker creates multiple request streams and continually shuffles the priority of the streams in a way that causes substantial churn to the priority tree. This can consume excess CPU.
