Description

Add the following two dev dependencies:
"@babel/plugin-proposal-object-rest-spread": "=7.16.7",
"@babel/plugin-transform-modules-commonjs": "=7.16.8",

Build swagger-ui-react package

How Has This Been Tested?

locally tested on node.js@16.10.0 and nodejs.@14.17.0. Was not building locally prior to adding these two dependencies
